Yes it is very loosely inspired by APH at this point. :S It doesn't follow Hetalia's canon or canon timeline anymore because it is more serious and follows history closer. So ... a lot of Hetalia's concepts just couldn't fit or work out. I think people will enjoy this game more if they put aside their personal head canons, etc.
Sorry, there isn't any release yet because I am a single homo sapien sapien working on this. >:
